Paypal in Pakistan
With the ever increasing popularity of e-commerce, everyone desires to take a bite into the sweet pie, and why not? But sadly Pakistanis are being left behind as Paypal, one of the most popular e-commerce networks has still to list Pakistan in its permittable countries for registering with the service. We are then forced to use alternate commerce systems which have slowly cropped up but to contest the monopoly and popularity of a trusted Paypal account still eludes us Pakistanis.
This issue bugs not only marketing companies, freelance developers but is also a major deterrent for bloggers who are unable to receive funds generated via the ad networks running on their blogs. I have been fortunate to have a full business account (as I was studying in the US for over three years) and was able to use this to generate donations for the Earthquake relief in Pakistan during our Donate a Dollar for Pakistan campaign at Help-Pakistan.com.
A very interesting article written by Faisal Khan CEO of Net Access where he discusses a potential collaboration with TCS, the largest courier company in Pakistan as a potential catalyst for the promotion of e-commerce in Pakistan.
I open this issue more to initiate a discussion as to what solutions are now available and even discuss a possible course of action which may be adopted to force the bureaucracy (Paypal & Govt of Pakistan) to help the people of Pakistan to tap into the wealth of resources available worldwide which will undoubtedly positively affect the economy in Pakistan. The Indian sector was successful in pushing through to an extent that people in India are able to get checks in the mail for any withdrawals. Why can’t we do the same, if not better?

I have also worked as a freelancer and I contacted paypal guys back in 2000 when I got my first private assignment and my client wanted to use Paypal and I contacted paypal guys and thye said that due to local Pakisani laws, they are unable to start paypal in Pakistan. Somebody at that time told me that paypal is registered as an Israeli company so it’s not possible to launch in Pakistan. I never made any effort to do any research because then I got busy with new job and never paid attention to online work. In 2003, I started again and Western Union[WU] was already in Pakistani market. I then started using this service for reciving payments. Expensive for clients but very quick and safe for me as I could recieve my payment at my local GPO. During my job at bank alfalah, i was introduced “Money Gram” service which had almost similar interface like WU but very cheaper than WU because it uses SWIFT network.
My friend tried to start a service “Pakipay” on similar lines but coudn’t come into reality due to several issues.
So IMO, MoneyGram and WU are the best choices for online business.MOneygram is cheapest but you have to go designated brances of different banks[All Alfalah branches provides Moneygram facility] . WU is expensive for clients[around 25 Euro fee/transaction] but easiest for you since you can even recieve money at a local GPO. Now Zarco exchange also provides WU facility.

Also, you should like into VISA and Mastercard and see if they are available.
The alternatives are there for us. Paypal is suffering at the end by losing a potentially vast clientèle. Let them suffer.

Ikobo sends an ATM card, which you can use at ATM Machines, it charges less than WesternUnion, but on payment it cuts 10$ for the ATM card

pay pal is run by anti Islam group. many of them are jewish, and that is why they don’t add us and many other Islamic countries.

i have completed a lot of transactions via paypal but sadly its not in pakistan yet (and sadly i dont see it being there in the next 3 – 4 years).
however, if any of u is loosing business because of not having a paypal account, the next time u make a trip to a country that does have paypal, open up a bank account there. u will need an address there though. use a trusted friend’s address or open a mailbox there if u think having a paypal account will increase your sales/revenue. then open up a paypal account and verify it using that bank account. thats what ive done and thus can accept payments via paypal.
transferring money to the pakistani account can then be done via a wire transfer. its less complicated than it sounds………

thnx for the info. however this doesnt apply to me cuz i have a valid home address in the u.s and so i m sort of a resident there. im sure there will be others in this category so my blog was intented to help those people. i m in no way suggesting ANY SORT OF FRAUD. in order to get a mailbox (at least in the u.s), u have to keep paying the mailbox agency so as to keep the address current. i also conduct other businesses at that address and the mailbox agency just forwards the letters to me after regular intervals (which i obviously pay extra for). and i have a registered company there so it is 100% legal. i m doing so because that way i am earning more than what im paying for. so before any1 get into it, i would advise him/her to do a cost/benefit analysis beforehand. hope it helps.

Well now its 2008 and still no sign of PayPal in Pakistan . The fact is that PayPal can not on its own allow Pakistanis to open their own PayPal accounts unless Pakistani Govt. takes a step forward and do the needful.
I am looking forward to this discussion and see how this goes . I myself as a Pakistani webmaster and a blogger has contacted PayPal support many times on this issue but have not received a positive feedback .

WoW! You can ask anyone to load money in to your card anytime, through their paypal accounts, credit cards, western union, bank accounts, wire transfers, anything. Furhtermore, you can link your mastercard with famous freelancing sites, like rentacoder.com, getafreelancer.com, odesk.com, and many many more other online shopping sites.

Yes it is a real dilemna. It isnt a small problem anymore and not having paypal has turned into a big problem.In India you can even withdraw from paypal to bank account here you cant even open paypal account. Its really sick and I dont think paypal will include us in near future cause they already added a lot of countries and they would have added us if we were not blacklisted by them. People here should forget about e commerce sorry but since paypal has 90% of e money market.

I am very happy to see people going towards believing electronic transaction in Pakistan too. Since I was working for IBM, so I had a survey where only 0.01% Pakistani Businessman/Individuals wanted there money to be transacted this way. Now as paypal people dont care so why do we?.. The accounts are verified manually from a PayPal allowed country like India, Bangladesh etc. And later can be used from anywhere around the world.
I believe that is not legitimate. Looking at your website, it makes no sense for me to invest Rs. 8500/- on an account I haven’t verified and is illegal. I am surprised you’d think this would work.. In this case, you do get a verified paypal verified in india, how will you transfer money there or recieve anything? how will you transfer it into a bank or using a credit card in Pakistan having an indian account and address? They’re not going to allow it, and even if it works for a while, the poor person who bought the account will end up losing all their money when they close their account for fraudulent purposes with Pakistan again coming into notice. You are the reason we are banned in the first place. Please, just stop doing things like this and causing everyone else problems.
To everyone else: Best thing for anyone to do in this case is to wait for Paypal to allow Pakistan, which it is planning to do in 2009, hopefully, or use moneybookers or simply a credit card. Paypal is very expensive to tell you the truth and the best solution for us is to use the solution provided. We use both, I believe we have had ease with moneybookers being able to transfer the money easily to our accounts in Pakistan, instead of routing money through USA, which we have to using paypal, which is expensive and takes a long time.
You’re right, you cannot withdraw funds from the Paypal account we provide, but you can easily send and recieve funds over the internet, purchase stuff and offer your own ecommerce services. For withdrawl, we offer the service to exchange your paypal funds and return them to your bank acconut anywhere in Pakistan for a fee of $5-10.
For being legitimate, if a user from an allowed country uses his account in an unallowed country, does it get banned? NO! This works the same way.
About the site, We could have put up a nice looking web 2.0 website, giving reviews etc and people will be ready to pay more than 8,500 PKR but we seriously mean business only.

Payoneer.com is good for accepting payments or paying online, but withdrawing in Pak Rupee is like loosing all earnings. I dont know how much CITI Bank charge for the withdrawal from their ATM, but its sure that it is too much.
But again, Paypal due to its huge user-base in US/UK has its importance for freelancers and until & unless they open their operation in Pakistan, it will remain an issue.
Clickbank and PayPal both have some serious policies issues with Pakistan (It seems to me) , But we (pakistanis) are not alone, Filpinos are also suffering because of their policies , but there must be a reason why clickbank and paypal end up not supporting Pakistan.
About Clickbank: Its a site where you can buy sell things And its all about DIGITAL products (softwares , E-Books etc) , ClickBank has written in its policies that every seller should have give some money back period (60 days) so if customer is not satisfied with product he/she can return back. They also run affiliate programs where You are not buyer you are not seller You are ONE who is marketing seller products to BUYER and , Seller is giving Comission to you just because of that sell, CLICKBANK looks after transactions , trackings and stuff.
Now ABout “PAKISTAN” Clickbank in earlier days was ok with PAKISTAN but as soon as they find Most of the refunds are coming from Pakistan and Sellers from Pakistan selling useless softwares with bugs/viruses etc, they decided to stop working with PAKISTANIS who living in Pakistan.
Day before i was searching for Google namesis , and found wonderful stuff about namesis but it was so disapointing to know the fact I can’t use it just because I am living in PAKISTAN.

Now I can proudly announce that I am AlertPay member :) And It’s very cool, I am very impressed with alertpay ’s verification policy , they need both photo and address proof before they verify the account and make it work. For Photo Verification they need either NIC or Passport and 2 more options i dont remember :o) , for address proof they ask to upload either Phone/electricity bill or Credit card statment or Bank statement which should show your last name and address and it should match with their alertpay profile . And document shouldn’t be older than 3 month. Per transaction they deduct 0.50 $ as fee . Which is quite reasonable. We can ask for checks which take not more than 2,3 days ( I guess) .. I am quite satisfied with AlertPay till yet, because it seems everywhere with PayPal now. I think now paypal will definatly think about adding PAKISTAN :o)

I’ve suffered a lot because of all this “Not available in Pakistan” BS by PayPal. I’ve been thinking hard and I think there are some alternatives.
1- I used to get all the money in my cousin’s account who used to be in Canada and get it from his parents here in Pakistan since they had to send him money often. So if there’s a relative / close friend living there, have your money sent to him/her and get it from his family over here.
2- If you’re doing deals which involve at-least $100+ , ask them a favor, Open up a $ bank account over here (which can be done easily) & let them transfer it. Yes, it does cost a small fee which will refrain your customer / buyer to do it this way but you can always negotiate. If you can manage it, ask them that you’ll pay the charges involved in sending that money, they aren’t much, $25 or so per transaction.
