Baluchi women in military torture cells, sexual slavery, Musharraf accused

Asian Human Rights Commission has in early January published a report which reveals a shocking trend in Baluchistan, women who have been struggling for the greater autonomy of Baluchistan have been arrested by state agencies and have been forced into sex slavery under the custody of the Pakistan Army.

AHRC had earlier also published another report accusing General Pervaiz Musharraf of running these military torture cells during his tenure. The report initially originates from a Baluchistan Liberation Front activist Munir Mengal who in 2006 was trying to launch a Baluchi TV channel but as coincidence would have it, the Pakistan Army was dead-set in uprooting the Baluchi uprising which resulted in the assassination of Nawab Akbar Bugti.

The report can be read in its entirety on the AHRC’s website but a few shocking sections are reproduced here. A close look at the incidents that have been quoted range from 2005 to 2007, the Musharraf era. Though we cant be sure that if these cells still do exists or have been dismantled at the fall of military dictatorship in February 2008, and sincerely hope that such heinous crimes are not still being orchestrated by our democratic government. But it seems that Ms. Zarina Marri is still missing and suspected to be held hostage against her free will.

AHRC – Ms. Zarina Marri, a 23-year-old schoolteacher from Balochistan province, was arrested in late 2005, and has been held incommunicado in an army torture cell at Karachi, the capital of Sindh province. She has been repeatedly raped by the military officers and is being used as a sex slave, to induce arrested nationalist activists to sign state-concocted confessions.

Mr. Munir Mengal, the managing director of a Balochi-language television channel, was arrested on April 4, 2006 from Karachi International airport by the state intelligence agencies and transferred to a military torture cell in Karachi for nine months. He narrated the story of the forced sex slavery of the young teacher Zarina Marri whom he encountered in a military cell. Mengal says that, “a young Balochi woman, Ms. Zarina Marri, was used as a sexual slave by the officers. They even once threw her naked into my cell. I did not know what had happened to this mother of a family who was arrested by the army in our province.”

Another Balochi nationalist (name omitted by request), who was arrested by the military intelligence agency twice and kept in military cells in different cities, has confirmed to the AHRC that there were young Balochi females seen at those two torture cells, naked and in distress. The prominent Balochi nationalist leaders say that they know fact that young Balochi women are being arrested, either during or after protest demonstrations on the disappearances and are missing. They also know about the women are sexually abused in the military custody but they cannot say so publically because of their sanctity and harassment of their families.

Mr. Munir Mengal was also tortured and his penis was severely injured when he refused to have sex with Zarina Marri. He told RSF, “on 27th January, 2007 at 6 pm Major Iqrar Gul Niazi (Military Intelligence) called me in his office and showed me some nude pictures, and laughingly told me that you have been a director of a TV channel so certainly you have good relations with actresses.”

When he returned to his cell he found porn pictures strewn all over it. Around 12 pm a low-ranking military officer called Subedar brought a female there. She was trembling and weeping. “He threw her on my body and told me, ‘You know what to do with her. You are not a child we have to tell what to do with her.’” Mr. Mengal says after half an hour the officer returned, and seeing them sitting apart, abused them and forcibly took off their clothes. Mengal said he was stunned when the woman began praying in the Balochi language. She told Mengal her name was Zarina Marri and that she belongs to the Kohlu area, headquarters of the rebel Marri tribe, a scene of a bloody insurgency that begun in 2005. She said she was a schoolteacher and that the army personnel had abducted her along with her one-year-old.

“They accuse us for spying for the Baluchistan Liberation Army,” Zarina Marri said. She begged Mengal to kill her. “I have been undressed several times for them.”

Mengal said on the refusal to have sex, the intelligence officials inflicted cuts on his private parts. “I thought I would lose my manhood,” he said. Ms. Zarina told to Mengal that she has seen some females in the torture cell but was not allowed to talk with them.

The Asian Human Rights Commission has already reported that 52 torture cells are run by the Pakistan army, Karachi was stated to have three military torture cells.

Pakistan is the signatory to Convention on the Elimination of All Forms Discrimination against Women (CEDAW) but women are being used as sex slaves in a gross violation of the Convention by army officers.

    Please also cover what the Baluchi’s who are anti-state/anti-Pakitan are also doing. They are getting funded from outside the country as well as BLA. If you ever listen to the BLA radio – you will EXACTLY find out what they people feel for Pakistan – absolutely NOTHING!

    Live365 has a couple of Radios as well as Paltalk. Go an witness it. Whilst I am saddened that such cells are in existence, I am even more so worried about the propaganda and games organizations like BLA and their likes are playing with their own people.

    Well I too agree about Propaganda – but I think the more important issue is the ‘sex slavery’ – I drafted this post well over a week back when AHRC first published the report – held publishing it since I too smelt a BLA propaganda – but I realized the bigger issue is the women being held captive.

    BLA has contributed in destabilizing our country – and Musharraf in his last year did the same…… [in my opinion]

    But a genuine plea must be made to release any prisoners that still remain in these camps

    It may be true…it may not be. But for the sake of argument based on reason, I would say how credible is this report by AHRC who has based the entire report on testimonials by just one or two people? Secondly, nowhere it is mentioned that AHRC has done any fact-finding in this scenario, and compiled report because someone said so. And allegation on such a scale cannot be endorsed or even believed to be worthy enough unless it is also supported by other credible sources. So in its current state, this report seems like just a propaganda.

    Extremely horrified to read this.This can happen in any Pakistani,Indian and Bengali jail.In any part of Asia .Even in the camps of Islamists.Above gruesome picture is a part of whole Asian belt where at the Creation of Pakistan and at the separation of Bengal it was the women who had to suffer brutality.In Bosnia women were raped nad Serbs told them you will give birth to a Serb and bring him up as a child .How would you hate your child.
    If the above happened ,the names of the army officails mentioned should be trailed under Martial court and should be suspended and punished.UNACCEPATABLE such crimes by our own police and army.
    I WOULD APPRECIATE AN OFFICIAL RESPONSE TO THIS ,NOT BY THREATENING AWAB ALVI BUT BY SETTING THE RECORD STRAIGHT.

    I remember reading something of a sort where a journalist was held and threatened and beaten,murdered as well .That was because he reported and ran programme against the powerful feudals of the area.
    I would also like to investigate the Asian Human Rights Association,who runs it and how much say India has to compile reports.
    Regarding Musharaff name in it(not because I am Musharraf supporter but because he was COAS of Pak army) and army name mentioned,it is in our national interest to investigate this throughly.
    We have to grow very smart and sharp in order to know where the attacks are comming from,it is not against Musharaff ,it is against Pakistan army.

    The sentence is so human.The bigeest demage and fear I have in my life it is not by illiterates or Islamists it is by educated people.Powerful people,Who are champions of Democracy and run the institutions like Human rights and News paper editorials.

    Good Old Awab’s got a habit of publishing “rumors” and all such blog spots should come with a “disclaimer” now. According to some Mushraff is responsible for JFK(s) assassination, Area 51, kidnapping Elvis and all the ill’s in the world. Obviously, Mushraff is a soft-target and they are going after him in unison.

    I will not deny nor confirm about the recent “allegation” as Military Intelligence, ISI and IB had abducted and tortured both women and men in Pakistan but we have to understand that no-one “micro-manages” such operations (until and unless there are specific orders from military or chief executive to “sort out” someone or to “bag” (pickup) someone ). Who care about Geneva Convention now adays? When we are facing with suicide bombers and fidayeens? I do not know about this specific women but Intelligence Agencies have to right to torture the bad guys and even “girls” if there’s a genuine concern of National Security being comprised

    It is so easy to blame personal injustices to blame on government but in such issues we have to evaluate the situation as a whole picture.Whole picture is not very healthy but truth is Musharaff is the only one who introduced softness towards woman through legislation .During his time a softer approach has been encouraged.

    How ever Gen.Zia treated us it was one Zia.Musharaff took action on Lal Masjid and Bugti .Pakistan army is not our enemy ,people serving in the army are Pakistani and if they had not been sacrificing their lives ,we would have been taken over by USA,by India,by the Terrorists using the cover of Mujahedeen.

    Capt Raza, I some how suspected your response. To be honest cry all you might, I have no love for an Army that chooses to rape its own citizens for its own well being. These are the same forces that siphon off 60% of tax payers money to justify ‘defending the nation’ but in reality remain pencil pushers 8am to 2pm and scrummage our land for plots and pieces of farm land – and then despite having borrowed [read taken] our hard earned tax money choose to raise a finger in salute of the ‘bloody civilian’- after all its a term coined by the Pak Army for the Pakistani people. Rather then be in dept to society, this army chooses to rule over us. So yes – I truly believe Pakistan Army has done Pakistan more harm then good by any measurable standard.

    For the record I have close relative in the army going quite far up the Army food chain and all justify these perks and privileges as their god damn hard earned investment to have served in the Pak Army. While the rest of the country has to scape the bottom of the barrel to make ends meet.

    Enough on the Army, the question at hand. So by throwing all those accusations [raw-shaw] you hope to detract me / scare me for the fear of being labelled Indian. Sir, if I choose to stand up for a issue of human rights issue, you choose to label me as a RAW agent, you can call me anything, but that does not change the fact that over 500 people, the very same people the Army should be defending, you choose to smuggle them out of our country without trial – in exchange of $10 billion.

    It is a fact that in 2006 the Army was ‘after’ the baluchi uprising, labelling them Indians, labelling them with anything on the face of the earth to justify the Pakistan Army into going into Baluchistan to take over the reigns from Bugtis and Mengals. [lets not debate if they were good or bad] so with your logical analysis anyone who chooses to accuse the Pakistan Army, stands to be labelled as Indian…. How ironic. I choose to highlight a report from a fair credible Human Rights group, the same people who brought forth Afia Siddiqui’s issue, the Baluchistan Honor Killings issue which placed Senator Mir Israrullah Zehri in a hot quandary, if now AHRC comes forth with three reports about these sex slaves. I think its worth investigating, after all this is not a Pakistan vs Indian issue – its an issue of Humanity vs inhumanity. Which side of the fence do you choose to fall is your choice.

    For me, Indian or Pakistani, I’m human first and I believe with all my might, that the Indian-Pakistani animosity will get us nowhere – this is a propaganda issue, and had if these spy agencies decide to sleep over the issue, we can have an aura of ‘Peaceful Coexistence’

    As far as the propaganda goes, it could very well be, I noted and accepted the same in my earlier comment, but I felt it to be a far graver crime to shove this issue under the carpet for the fear of being labelled Indian….. as I said im human first – and these women, like our own mothers and sisters have the right to be free, with the same token if these Baluchi women have committed a crime, then bring them to justice, but at least treat them humanely.

    Political Islam is the biggest threat to “world peace” because it gives other(s) the pretext to invade and conquer . Moreover, I believe that a combo of any religion and politics results in hatred and war .I will stop there. Hamas is as much to blame as Israel without a doubt. The Egyptians, Syrians, Lebanese, Saudi(s) tend to agree with this assertion. Al-Jazeera on record gave out a very dispassionate analysis of Hamas actually giving the innocent of GAZA to Israelis on a plate .Israel is not that innocent and should not be taken over by religiously motivated folks. After all eventually people like Ariel Sharon who were hardcore to start with realized that “talks and two-state solution” is the only solution. Unfortunately, he died or I am sure, he would have made it happen.

    Awab, Lets not forget interestingly most of the Baloch Leaders (excluding Nationalists); I am talking about the current PPP and PML-Q lot still support’s Mushraff. Now obviously, there had been foreign interference especially from IRAN in Balochistan. Let’s atleast give credit to PPP for restoring some sort of confidence in Balochistan.

    may i ask you a simple question “can our soldire say no to any order given by higher army officers that violate the pakistani constitution ? can he???
    if not then why there is bhashans to the civil society?
    why not army top brass sit and decide since now on they will not allow any of us to violate the law.

    @Capt – I fully take your point – and would at times agree to uphold the integrity of our nation. But at the same time I simply cannot bring myself to maintain a stunned silence when inhumanity happens within our own borders.

    Call it propaganda, call it Anti-state or anything – but these women and many others who stood up for Baluchistan in 2006 [sponsored/fund or what not] they remain Pakistanis. So unless they are tried and proven to be Anti-State I beleive they are innocent, and should be released, if the Pak Army cannot prove them to be guilty in three years then I suspect they have no case against them.

    As far as the credibility of AHRC goes – it can naturally be questioned, they might also be tainted by political motivations – but for now I see them reporting a human rights issue that needs investigation. If the Army is all that innocent then I am ready to put pressure on the Pak Army to cough up Zarina Marri and other women unharmed and untouched – that itself will put AHRC to shame, and easily silence all critics, But until then I choose to worry about these innocent women who are being held in custody.

    Capt at the same time I too believe in a trying to uphold the integrity of our nation but I differ with your position ever so slightly as I feel it should never be at the expense of suppressing a lie. Sadly that the lie that keep the goons above us, as we dont have the courage to stand up against them.

    Three years is so long.My God it is a life of someone.How many years would it take for these people to healing and take things as normal.Maybe never.These people are not in foreign country.
    Three years waiting for a trial is unacceptable.Pakistan police and army the minute they take up a person into the custody they know if they are innocent or true culprits.a speedy trial and human conditions for the punishment.Is it so hard.I do not think so.
    If they are not involved into murder I think these people have already served the sentence.

    I understand your point but I understand Alvi as well.We all are citizens of Pakistan.I do take pride in Pakistan army and do understand the political scenarios in which army had to step in throughout history of Pakistan.
    The thing is I am never sure about the victims anywhere in the world unless a trial with evidence is provided.
    It is so easy tomorrow I visit Pakistan and taken in or anyone can be picked up for being anti state.Our army has to be extremely careful.
    Yes we are dealing with India,Raw and International propoganda against Pakistan but at the same time we cannot allow our own government,millitary ,police to harrass its own people .By the way worst ones are the politicians.
    Trial and evidence is so good ,why people have to protest ?Why this has to be a part of AHRC ?Why so much delay?

    Asma Jahangir is a bit different.Her struggle is true although she fails at many levels and I do not blame her she represents HRCP so yes her take on the issues change .
    I cherished Benazir until she died.After her death I analysied what she gave me as woman.You would be surprised I did not get a single reconciliation from the fact that a woman has been a prime minister of Pakistan twice.The most appauling fact was our Prime Minister and Sherry Rehman episode caught on camera during march.if Benazir could not teach her colleagues how to respect woman what did she do for woman?
    Equally appauling is when rape victims are offered money as a compensation infront of press media and this is done most often by Shrief Brathran.
    What Awab is reporting is still going on,if it is I am further shocked.Zardari if has anything to have any legitimacy to being President of Pakistan is that he served donkey years in Jail.
    How come he is so insensitive to this issue?Benazir herself served detention.She tried to introduce woman police .Good .The thing is in future we can see more woman Prime Ministers Fatima Bhutto or Bakhtawar but will this change anything?How much do they know about common person.As soon as Benazir was put under house arrest media all over the world was alerted.
    But did Benazir really thought about a woman who if taken into custody has no one to follow the case for her.Clearly not.
    It seems we the people have to stand on our own and Pakistani woman is different and actually excellent they are not greedy in the sense they do not want to work hard and kill themselves for a new brand of car.they like to kill their husbands by TAANAI instead .

    Your highlighting such cases, may just make the people introspect and should they decide to do something about it to right the wrongs, it may very well halt Pakistan’s march to the precipice.     One sentence which I hate is Punjab army.the second is very calculated budget of the army.
    Today operation in muredke people would be happy maybe we are taking terrorists in tomorrow in Human rights reports these people will be shown innocent and victims of state crimes.
    The thing is now if journalists want to take action they should now.These are orphange homes ,how many of these people have murdered someone.how many of them have got the weapons.If Lal masjid were victims these are victims too.
    Pakistan is a hostage to one word Terrorism,people who want to extend friendship to AHRC and India ,are they able to do anything today.It is media which has said Muredkai is headquarters of LET.Few years back it was just a Madrissah and little by little today it is Terrorist head quarter planning bombs at India.BULLSHIT.

    We had a protest against BBC yesterday in London outside their London office.They refused to run the appeal for aid for Palestine victims when rest of the channels are doing so.
    Injustice small or big do happen around the world.I want to see a day in Pakistan where people will protest against the injustice when it is happening.
    This whole post is a healthy picture.If we read all the comments it shows a very healthy society people are aware of their rights and injustices.as long as we raise these voices as long as there are checks against authority,we are a healthy society.
    AWAB I am inspired by your courage ,report is right or wrong is one thing ,but you have raised your voice about a concern ,this is what is so important.Not to be afraid.
    Pakistan is no more a place where governemnet ,military or civil can keep its people silent.
    I think it is a historic acheivement in itself.

    How many of them have got the arms?

    The whole point of blogs is not be isolated in the thought sbut to have dialogues and it is a healthy debate.You definitly lifted my spirit .Nothing is black and nothing is white.
    We should not disregard Balouchistan,Swat,or Muredke,these are Pakistan issues by putting them under the carpet we will not get anywhere.Pakistan army,civil government and we the people are all not Farishtay ,we are human and we make mistakes,as long as we learn and do not repeat thses mistakes that is the answer.
    You do not need to appologise.You are equally hurt and disturbed as rest of the people are.

    @Capt – I too must agree there should be no grievance. We both are debating our own point of view, but I am sure we both mean well for Pakistan.

    My finger pointing to Musharraf was not a creation of my own imagination but AHRC published a report in Jan PAKISTAN: Former President Musharraf and his associates should be held responsible and brought to book for disappearances and the operation of military torture cells

    I even hyperlinked the same report in my blog post above.

    Though as a frequent reader of my blog you must know my position on Musharraf, sadly I consider him to have deliberately destroyed our judiciary, for his own advantage, and in all this fiasco led us to ‘this’ democratic government – almost like a ridducling snub on our faces, to leave us in the hands of Zardari as a lesson.

    All said – debates and arguments are welcome, and no hard feelings likewise. We all believe in Pakistan, maybe a slightly different point of view, but Pakistan alone is our homeland and we will die for it…. if we have to

    Rather unfortunate. Very graphic. If one objectively dissects this post, one will conclude that this torture stuff is really not getting the military anywhere. It also gives an impression that the army intelligence guys are very stupid. Some of the details are simply beyond reality.
    At the base is the unanswered question why this insurgency and who is supporting it? Why nawabs have resisted development and instead pocketed money. Frankly, I find it to be sensational tautological hubris.

    I am sure BLF / BLA etc. have a very strong presence inside Baluchistan and among Baluch men and women living elsewhere. And they surely are receiving payments and support from various fronts including India, Iran, maybe USA and even Emirates, for various reasons. Everyone seems to have a stake inside Baluchistan. Therefore, killing BLA activists seems a good job, one which all Pakistanis should adhere to.

    But raping, if that is happening, women – instead of killing them if they are found guilty – is something different and needs to be condemned at all levels.
