Dear Javaid Laghari,
One can not pass through the Karachi and Lahore airports without noticing those colonial and discriminating special “parliamentarian” check-in counters. One can also not help wondering if this country was made to honour the men and women who cheated, forged, acquired dual nationalities, never paid taxes and made false declaration of their assets. However even in these painful and despondent times, there is a ray of hope. A small group of committed people like Javaid Laghari and Abid Sher Ali, are standing by their conscience in this struggle for the soul of Pakistan. Will they succeed in fumigating our parliament to remove all its fraudulent encroachers? This depends upon the kind of support they receive from the civil society, universities and the courts. It also equally depends on HEC’s willingness to take the following bold steps.
- Display a list of all fake degree holding parliamentarians on its website and update this list every day. The information is thus made simultaneously available to the government, the election commission, the courts and the people of Pakistan.
- Initiate proceedings against universities who are delaying or falsifying records and remove them from the list of HEC recognized / accredited universities. This information must also be available on the web.
- HEC should send its teams to these universities to get a direct access to their records. Where required these records must be sealed to prevent against the typical ‘lost’ or ‘burnt’ excuses.
- HEC should demand that every university on its approved list sends complete information on degrees awarded, along with other scanned supporting documents to HEC every year. If a company like the Central Depository of Pakistan can handle the electronic (paperless) settlement of transactions carried out at all three stock exchanges of the country, why can not the HEC do so for its degrees?
- HEC must shed its post office role. If a person is found having a fraudulent degree, HEC must itself send the matter to the concerned court for legal action.
HEC is an autonomous body made under an ordinance ratified by the parliament. It needs no one’s permission to bring efficiency and transparency in its processes. It can choose to join the path of the fake degree holders (as recommended by the PM and the Edu Minister) or carve a new place for itself as an upright institution.

That Parliamentarian sign makes me feel like a 3rd degree citizen of m y own country
Very well said naeem. A good short and precise post.
And some good suggestions too. Thanks.
This country is made for corrupt, incompetent, greedy, looters, criminals, traitors, murderers, dishonest, gangsters, landmafia, smugglers, idiots, baighairat, abnormals, fake degree holders and notorious people to rule on this country, and the remaining people may leave the country if possible other wise bear them.
"Initiate proceedings against universities who are delaying or falsifying records and remove them from the list of HEC recognized / accredited universities. This information must also be available on the web."
If that happens, half the universities in Pakistan will become unaccredited, and the degrees of half our graduates become derecognized.
Many a time the fake degrees are prepared by venal staff and person in the admin of universities. Mostly, the university heads or their fellow colleagues aren't even aware. It would be going too far – punishing entire universities and their graduates, for the actions of a few individuals.
Good suggestions indeed.
But who will take these bold steps
Getting fake degree is common practice in our system.
There are lot of provisions are available for all kind of customer students.
Some are students but never sit in exams.they can also buy degree.some want it as home delivery service and some need to increase technical qualification to get better grades in job levels
Board officials are facilitators of such fake degrees as per fixed rate of market.Demand and supply formula is popular rule in our educational board.
So we all know that degrees are for sale in our country.
Even then designer of Musharraf regime issued such decree without removing such acts of national crimes. In musharf regime record number of vice chancellors of universities were retired generals and Dr atta rehman was all in all in HEC. He was more interested of getting foreign graduates which were selected on the basis of fake degrees produced under his nose
I am sure that general naqvi and musharf would have been enjoying the whole situation while sitting comfortably in their mansions. They have achieved the targets of convincing people of Pakistan that demand of democracy is not more than a revenge of army establishment for discarding their general rule.
They have maneuvered well to blacken the faces of corrupt politicians well. All fake degree holders have got this opportunity in Musharraf regime but no intelligence agency and election commission had an courage to pin point it even they all had known it well.
Legahari has a strong political background and they way his elite set up is seen,I dont think so technically he is in position to handle the situation.
It is very surprise that majority victims of fake degree was appeared from Punjab side. How this is possible that Sindh university couldnt find a single fake degree holders in its premises. So I think legahari is indeed friend in need of sindhi parliamentarians.
I dont think so Sindh university is so intellectually superior to other universities of Pakistan.
Why not just start a web project of listing all politicians, their degrees, filed public documents on assets, laws passed, attendance etc. Any takers?
Unfortunately our president's education is all fake,Law Minister & Interior Minister's degrees are fake. This tadition has been implemented by our corrupt Govt, so naturally every one follow this tradition. More over when our seniors who are sitting on some responsible posts gives such statements about education "degree is degree whether it is real or fake" what else is left to say. In Pakistan there are few ways to earn fast money,1) Join politics 2)become smuggler 3)open some educational institution 4) become land mafia 5)become a corrupt person in your position, what ever it is. When you can get a fake degree by spending some amount, so why to put so much burden on your brain for study. Intead of wasting time to go to school/college/university, spend that time with corrupt politicians and learn all dirty tricks, how to reach in the assembly & become rich. This is the only way to become a corrupt/wealthy Pakistani.
Expecting the ECP to post and update daily the list of fake degree holders on the website is asking for too much. Just because they are cracking down on fake degree holders now doesn't take away from the fact that they should have completed this process over 2 years ago.
You can view a detailed list of fake degree holders at http://fakedegrees.zzl.org or follow them on twitter for updates at http://twitter.com/fakedegrees
